Are proxies going to be allowed at any of the events — specifically commander events?

In our cEDH competitive events, only genuine cards produced by Wizards of the Coast, including gold bordered and other non-tournament legal versions are permitted.
Casual games will not have any proxy enforcement. Counterfeit cards, that is “proxies” that are passed as real, are never permitted.
